I have the honour to refer to Your Excellency's dea-
patch No.45 of the 5th instant on the subject of a pro-
posal to entrust the carriage of mail matter between
Hongkong and Canton to the Kowloon-Canton Railway, so soon
as it shall be open for through traffic, and asking whether
I see any objection to a possible delivery of the mails
to the Imperial Chinese Post Office.
In reply I have the honour to state that, insofar as
the mails for the non-Chinese mercantile community at
Canton are concerned, I would most strongly deprecate any
action of the nature inuicated, until the matter has been
